I speak as a novice but interested.
The short answer is YES!
The long answer is that amazingly after more than a year of poker obsession I am still learning new things every day. It's quite rewarding.
The reality is that I'm only beginning to understand poker, and that's No Limit Hold'em only. But on the other hand after months of multitabling I have acquired years of experience.
So I'm at beyond the stage where I'm learning the rules and how the hands play out. I tend to improve in other ways like reading danger signs, control of aggression etc...
There's also what you could call "situational memory". You encounter a situation for the first time you have no clue what's happenning, how you deal with it and the worst thing is you have no idea what the consequences are.
The second time, you are better armed. You at least know what the mothafooking consequences are, you had to deal with them last time things went horribly wrong. You know what's coming basically.

Then comes the third and fourth and fifth time the same or a similar variant of a situation occurs. Suddenly you start spotting things earlier than last 2 times. If you have any sense you get out of harm's way or take advantage.
After 10, 20, 30 times... You can see things coming from a mile away. You develop a systematic way of dealing with situations. You watch other players in similar situations. You start copying them.
After that? Well you're like me. Part human, part machine. I know no pity and I will not entertain any plea for mercy.
